I have tried to find all CTAN entries of scripts intended to compile a latex source.
I am not sure that I catched them all, so please comment!

My tests:
- can i get it to run
- does it make ps and pdf
- does it honour changes in \inputted files
- does it make refs, bibliography, index

More to do: does it run xelatex, can it compile dtx-files, are changes in pictures detected.
What happens if there are latex errors. And more.

- texi2dvi (on which mk is based) 
- latexmk
